Atlas AI Institute
Atlas AI Institute is an independent AI governance research institution advancing evidence-based AI policy, responsible AI frameworks, and governance intelligence for Asia and the Global South. Founded and directed by Nafiul Ahmad Rafi, the institute operates the Atlas AI Governance Observatory — a global intelligence platform scoring 78 countries on AI governance maturity using the AAGII framework.
Our Mission
The Atlas AI Institute's mission is to build the public and private governance intelligence infrastructure required to audit, index, and monitor sovereign artificial intelligence readiness — with a particular focus on Asia and the Global South, where AI adoption is outpacing governance capacity.
We believe that robust AI governance is not optional — it is a prerequisite for AI systems that are safe, equitable, and aligned with democratic values. Through evidence-based research, transparent methodology, and open publication, we work to ensure that policymakers, researchers, and civil society have the intelligence they need to govern AI effectively.
Six Research Domains
Atlas AI Institute's research spans six interconnected domains that together constitute the landscape of responsible AI governance.
AI Governance Frameworks
Systematic analysis of national AI governance architectures, regulatory bodies, enforcement mechanisms, and oversight institutions across sovereign jurisdictions.

Founder & Director
Nafiul Ahmad Rafi
Founder & Director · Atlas AI Institute
Nafiul Ahmad Rafi is the Founder & Director of the Atlas AI Institute and developer of the Atlas AI Governance Intelligence Index (AAGII). He has led the conceptualization, methodology development, and platform construction of the Atlas AI Governance Observatory, orchestrating the collection of traceable legal evidence and compute telemetry across 78 sovereign jurisdictions.
Under his direction, the institute provides governance intelligence, policy analysis reports, and dynamic simulations to governments, universities, and responsible AI alignment bodies worldwide. His work is grounded in the conviction that evidence-based AI governance intelligence is essential for Asia's and the Global South's sustainable AI development.
How We Work
Methodology Integrity
We audit national AI policy indicators using our proprietary multi-tier AAGII indexing framework, emphasizing absolute source traceability via SHA-256 audit trails to prevent data hallucination.
Global Collaboration
We work with research universities, multilateral policy groups, and standards organizations to harmonize AI governance compliance playbooks across borders.
Regional Focus: Asia & Global South
We specialize in the governance challenges unique to Asia and the Global South, where AI adoption is accelerating without equivalent governance infrastructure.
Open Research Access
Our evidence, indices, and publications are openly available to governments, researchers, civil society, and AI governance practitioners worldwide.
Institutional Vision
Atlas AI Institute aims to be recognized as Asia's leading AI governance research institution — the authoritative reference point for AI governance intelligence, policy analysis, and governance benchmarking across the region and the Global South.
We envision a world where every government, researcher, and policymaker has access to transparent, traceable, and evidence-grounded AI governance intelligence — enabling them to design, audit, and improve AI governance systems that are safe, equitable, and accountable.
Through the Atlas AI Governance Observatory, the AAGII framework, and ongoing research publications, we are building that infrastructure — one evidence signal at a time.
