Abstract

A comprehensive 30-dimension quantitative index evaluating AI governance maturity across 78 sovereign jurisdictions. Employs a structured evidence-weighting methodology across seven governance pillars: Policy Infrastructure, Legal Readiness, Institutional Oversight, Talent Capacity, Compute Sovereignty, Safety & Ethics, and Innovation Ecosystem. Scoring integrates primary legislative sources, ministerial declarations, multilateral treaty participation, and verified public-sector capability disclosures.

Methodology

Multi-pillar index construction using 30 observable governance dimensions. Each dimension is scored 0–100 against a structured evidence rubric. Pillar scores are computed as weighted means of their constituent dimensions. Country AAGII scores are computed as a weighted composite across all seven pillars, calibrated for inter-pillar correlation and regional variance.

Includes year-over-year trajectory analysis and governance gap assessments for 78 jurisdictions.

Methodology

Region-stratified analysis using country-level AAGII scores and dimension data. Regional composites are computed as population-weighted or equal-weight means depending on governance context. Trajectory projections are generated using the Atlas Governance Simulation Engine, modelling investment elasticity, regulatory reform speed, and talent pipeline growth under three scenarios: baseline, optimistic, and constrained.

The Compendium serves as the verifiable evidence base for the Global AI Policy Maturity Index and enables reproducibility audits of country-level scores.

Methodology

Each item is classified by evidence type (Binding Statute, Strategy Framework, International Treaty, Voluntary Guideline, Budgetary Policy, Safety Standard) and assigned a confidence score based on source authority and recency. Evidence hashes are computed for integrity verification.
